內政部打算向行政院提出「加速都更推動方案」，30年以上老屋，將祭出1坪換1坪的獎勵，加速都更，讓營建股買盤重新歸隊，國建、中工、冠德、基泰、興富發、皇翔、華固、長虹等8家「都更概念股」上市營建股，昨（28）日全數大漲high翻天，成交量也突破2,000張關卡以上、甚至破萬張。
另外，手中有台北市吉林路、仁愛路等都更大案的國揚，昨開盤不久即直奔12.75元的漲停價；終場大漲9.05％至12.65元波段新高 。
內政部還沒正式推出「加速推動都更方案」，營建股已high翻天，昨天台股開盤半小時，多檔「都更概念」股即全面大漲，尾盤衝上236.73點波段高峰，終場大漲1.5％，達236.2點，在各類股中表現亮眼。
內政部擬提出30年以上老屋都更，給予1坪換1坪的獎勵，且擬放寬法定公共設施不計入容積計算，以增加實質容積獎勵及提高參與都更意願；雖然這次政府支票，又被罵得滿頭包，建商私下痛批，這樣的政策支票，不但無助拉近實施者和都更戶的共識，加速都更，反而給予少數都更戶期待要得更多的想像空間，不利推動整合，不過營建股還是先買單，反應政策利多。
昨天營建股漲幅，以國揚、冠德漲幅較為突出。國揚目前手中以吉林路、仁愛路2筆都更案，最受矚目，其中吉林案已進行10多年，已完成事業計畫，將走權利變換階段；不過，仁愛路位於「宏盛帝寶」對面的都更案，幾年下來已卡住在少數都更戶條件談不撤的關卡，近2年幾乎半停滯。
至於冠德，近年已躍居為「都更大戶」，光是進入成熟期的都更案，就至少有：新店行政生活園區公辦都更案3,600坪，敦北國防部地上權都更案1,836坪，三重太子汽車廠都更案3,539坪，中和大洋廠都更合建案1.6萬坪，及羅斯福路三段400坪都更案等五大案，總銷上看300億元。
